Maryland Polls Will Be Open from 7 a.m.-8 p.m. on Election Day, Tuesday, Nov. 5
The Presidential General Election Day is Tuesday, Nov. 5. Polls will be open from 7 a.m.-8 p.m. To vote in person on election days, vote at your assigned polling place.
Mail-in ballots must be postmarked or placed in a designated ballot drop box by 8 p.m. on Election Day.
In Montgomery County, among the offices voters will be selecting are President/Vice President and one U.S. Senate seat. All eight Congressional seats across Maryland are being contested, including the districts representing Montgomery County.
Citizens can register to vote on election day by going to the polling place assigned for their residence and bringing a document that proves where they live. You can find your polling place here. The document can be a MVA-issued license, permit, ID card or change of address card. Also valid can be a paycheck, bank statement, utility bill or other government document with your name and new address.
A person can update their address during early voting or on election day. Go to the polling place assigned for your new address. You can find your polling place here. At the polling place, provide your new address, vote a provisional ballot and election officials will update your address and count your provisional ballot.

In-Person Early Voting Underway, Will Continue Through Thursday, Oct. 31
In-person early voting for the 2024 Presidential general election is underway and will continue through Thursday, Oct. 31, including Saturday and Sunday. There are 14 early voting centers open from 7 a.m.-8 p.m. each day.
The general election day is Tuesday, Nov. 5.
Among the offices that will be on the ballots will be for president/vice president, one U.S. Senator and all Congressional districts.

Montgomery College Students and Alumni Can Submit Designs for ‘Promote the Vote’ Banner Contest to Inspire First-Time Voters
Students and alumni of Montgomery College can submit designs to inspire new voters to register and come to the polls in a banner design contest sponsored by the Arts and Humanities Council of Montgomery County (AHCMC). The contest winner will earn $1,500. Entries must be submitted by Friday, Sept. 13.
The Promote the Vote 2024 banner design contest will accept up to three submissions from each application. Banners can only include one word (Vote), which can be translated into any language.
Banners with the winning entry are expected to be installed during the week of Sept. 30.

- Only applicants capable of producing imagery that can be translated to a temporary banner should apply. Painting, graphic design, drawing, illustration and similar media are welcome.
- The first 100 students/designers submitting concept proposals will be paid a flat $50 stipend for any/all design concepts.
- The contest winner will receive a payment of $1,500 upon acceptance of final banner design.
- Montgomery College students and alumni between the ages of 18-25 and based in Montgomery County are eligible.

58 Drop Boxes for Mail-in Ballots for May Maryland Primary Now in Place
The Montgomery County Board of Elections has established 58 ballot drop boxes for voters to submit completed mail-in ballots for the 2024 Presidential primary election. The ballot drop boxes will remain open until 8 p.m. on Election Day, Tuesday, May 14.
Applications to receive a mail-in ballot via USPS must be received by May 7, and the deadline to request a print-at-home mail-in ballot delivered via the Internet is Friday, May 10.
Those choosing to return their mail-in ballots by using ballot drop boxes must do it by the final collection time for their ballot to count. If returning mail-in ballots via USPS, mail-in ballot returning envelope must be postmarked no later than Tuesday, May 14. Post offices generally close by 5 p.m.

Newest Episode of ‘Make a Difference,’ Which Looks at Volunteer Opportunities of Many Types, Goes In-Depth on How to Help in the 2024 Elections
Sandy Smith is the long-time host of “Make a Difference,” which is produced by Montgomery County Volunteer Center in collaboration with the County’s Office of Public Information. Each month, residents can find a new episode via County Cable Montgomery on Xfinity (channels 6 and HD 996), RCN (channels 6 and HD 1056) and Verizon (channel 30). Residents also can watch the program on-demand via https://www.montgomerycountymd.gov/ccm/makeadifference.html or on YouTube at https://youtu.be/izNe2UUYZ48.
Montgomery County’s cable station produces numerous shows that can help residents or that better explain how County Government is using the funds in its budget.
In this episode of Make a Difference, Ms. Smith talks with Gilberto Zelaya, the community engagement/public relations officer from the County Board of Elections. They talk about volunteer opportunities that could be available as the Board of Elections prepares for the Maryland primaries in May and the Presidential election in November.
Mr. Zelaya addresses that it will take more than 4,000 volunteers to assist with the 2024 elections. Volunteers will undergo training and then be assigned to positions. Volunteers will have some input on the types of positions in which they serve. The show also provides general information about the voting process.
Cable viewers can see Make a Difference on CCM at the following times: Sundays (2:30 and 6:30 p.m.); Mondays (10:30 a.m., 12:30 p.m. and 7:30 p.m.); Tuesdays (2:45 and 11:15 a.m.) and Saturdays (5:15 p.m.).

On Election Day, Tuesday, Nov. 8, Eligible Residents Can Register (and Vote) at Voting Sites
This will be the first time the County will have seven district Councilmembers. Currently, there are five district Councilmembers. In non-partisan elections for the Montgomery County Board of Education, one at-large and three district races are on the ballot.
There is one County Charter amendment (Question A) for County voters to consider. Voters in the Damascus area only will vote on a question regarding alcohol licenses in that area.
Statewide, voters will choose among candidates for Governor/Lt. Governor, Comptroller, Attorney General, U.S. Senator and representatives in Congress.
The ballot will include races for Maryland State Senate and the State House of Delegates.
Voters will be asked their choices on five State constitutional amendments, including one regarding “Cannabis—Legalization of Adult Use and Possession.”
To register and vote on election day, go to the polling place assigned for your residence. Bring a document that proves where you live. The document can be your MVA-issued license, ID card or change of address card. Other valid proof of residence can include a paycheck, bank statement, utility bill or other government document with your name and address.

Early Voting Now Underway for Upcoming General Election, With Ride On and Metro Bus Service Available to County’s 14 Early Voting Centers

Early voting in Montgomery County for the 2022 General Election has started and will be available at 14 early voting centers from 7 a.m.-8 p.m. daily, including Saturday and Sunday, through Thursday, Nov. 3. Election Day is Tuesday, Nov. 8.
Registered voters have always been able to vote during early voting, but now individuals who are eligible—but not yet registered—can register and vote.
To register and vote during early voting, go to an early voting center in the county where you live and bring a document that proves where you live. This document can be your MVA-issued license, ID card, a change of address card, a paycheck, a bank statement, a utility bill or other government document with your name and new address. You will be able to register to vote.
There will be instructions available at the early voting centers to familiarize you with the ballot. You may ask an election judge to explain how to vote, but must cast your vote alone—unless you are unable to do so because you have a disability or are unable to read or write the English language.
Montgomery County Department of Transportation (MCDOT) Ride On bus service, combines in some areas with Metro bus service to have several routes available to transport voters to the early voting centers located throughout the County.

Bus passengers are encouraged to wear a mask but are no longer required to wear them. Masks are available on all Ride On buses for riders who need them. Bus interiors will continue to be cleaned by the County's Department of General Services with hospital-grade disinfectant. Bus filter and ventilation systems are also treated with a disinfectant.

Board of Elections Installs 55 Drop Boxes for Deposit of Mail-in Ballots for November Election

The Montgomery County Board of Elections installed 55 ballot drop boxes across the County that are now available to voters as an option instead of putting mail-in ballots in the mail for the upcoming November general election. The ballot drop boxes will remain open until 8 p.m. on Election Day, Tuesday, Nov. 8.
Voters can submit their completed mail-in ballots in any drop box located in Montgomery County. Three of the ballot drop boxes are located in senior living facilities limited to residents in Asbury Village, Leisure World and Riderwood.
To be counted, mail-in ballots must be postmarked no later than Nov. 8 and the oath on the postage-paid return envelope that arrives with the ballot must be signed. Those who choose to cast their votes using ballot drop boxes must submit their completed ballots by the final collection time of 8 p.m. on Nov. 8 for their ballot to count.

2022 Primary Election Update: Mail-in Ballots That Were Postmarked by July 19 and Arrive by Friday, July 29, Will Be Counted
Ballot-counting sessions, referred to as the “canvasses,” have been conducted daily by the Board of Elections since July 21. Those votes are added to the totals of early voting (July 7-14) and Election Day.
Still to be counted are the provisional ballots. It is likely that ballot counting will continue into next week.
All canvasses, which are open to the public, begin at 10 a.m. and are held at Montgomery College’s Germantown campus at 20200 Observation Dr., BE 151/152, in Germantown.
Additional canvass dates will be added to the schedule, based on the available volume of mail-in ballots. A detailed schedule will be available on the Montgomery County Board of Elections website at 777vote.org. Canvasses will be open to the public and it will be livestreamed on the Board of Elections web page.
Statewide certification will follow upon completion of all tabulation. Those results may be found on the Maryland State Board of Elections’ website.

The Montgomery County Board of Elections is reminding voters that the unofficial results released on the Board’s website on election night, July 19, for the 2022 Gubernatorial Primary contain only votes cast during Early Voting (July 7-14) and at polling places on Election Day. Mail-in are being counted in a public process by bipartisan teams that started on Thursday, July 21.
Results for each ballot-counting session, referred to as the “canvasses,” will be added to the Election Day totals before the official results of the election are certified.
Provisional ballots will be canvassed starting Wednesday, July 27, and remaining mail-in ballots returned by the statutory deadline will begin being canvassed on Friday, July 29.
All canvasses, which are open to the public, begin at 10 a.m. and are held at Montgomery College’s Germantown campus at 20200 Observation Dr., BE 151/152, in Germantown.
The Board of Canvassers will meet daily to continue canvassing remaining ballots. Additional canvass dates will be added to the schedule, based on the available volume of mail-in ballots. 2022 Primary Election Update: Mail-In and Provisional Ballots Will Be Counted Following Election Day on Tuesday, July 19

Those who choose to cast their votes using ballot drop boxes must submit their completed ballots by the final collection time – 8 p.m. on Tuesday, July 19 – for their ballot to count. Board of Elections Offers Suggestions on How to Successfully Vote by Mail in Upcoming Primary

The Montgomery County Board of Elections wants to ensure that mail-in ballot submitted for the upcoming Maryland primary election count. If a voter makes a mistake, and returns their ballot in time, the staff of the Board of Elections will try to contact them to remedy the issue. The Board of Elections has some suggestions to make sure mail-in ballots will be counted for the primary election, which will be held on Tuesday, July 19.
It is not too late to request a mail-in ballot. To get one, text VBM to 77788 or visit 777vote.org. The request deadline to receive a mail-in ballot by mail is July 12.
The Board of Elections encourages voters to cast ballots as soon as possible. It also offers the following suggestions on steps that can be taken to help the mail-in voting process go smoothly:
- Open Vote-By-Mail ballot packets and read materials carefully. Read the contests on the ballot and the information and forms sent with it carefully. Section 203 of the 1975 Voting Rights Act requires that voting materials and ballots in Montgomery County are printed in English and Spanish.
- Vote the ballot. Use a black or blue ball point pen. Do not use a sharpie or marker. This may likely bleed through to the other side of the ballot.
- ID may be required. Most voters do not need to provide ID to vote. If you do, the Board of Elections will let you know. A small percentage of voters may need to verify their driver’s license number or the last four digits of their Social Security number. Some voters may be required to submit a copy of proper identification such as a Maryland driver’s license, driver’s permit, MVA ID or official document including your name and address. You do not need to provide ID unless the words “ID REQUIRED” appear on your return envelope.
- If you need help, sign and return the enclosed certification of person assisting the voter. If you need help voting your ballot, the person helping you must mark the ballot according to your wishes and cannot try to influence your vote. You may not be assisted by your employer or an agent of your employer or union. There is a form that any person helping you must complete and return with your voted ballot. It is called the Certification of Person Assisting Voter.
- Use reply envelope provided to return ballot. Place voted ballot into Postage Paid return envelope, along with any forms that apply to you, such as a Certification of Person Assisting Voter. If you choose to receive your ballot electronically, you will need to use your own envelope and pay for postage.
- Sign, print name and date on “Voter Oath.” Sign and date the Voter’s Oath on the back of the return envelope or it will not be counted. To protect the health of election workers, the Board of Elections encourages voters to seal the envelope with a wet sponge or cloth. Voters can also use a piece of tape. It uses the slogan: “Whether healthy or sick, please don’t lick.”
- Return your ballot—no postage is necessary. The Board of Elections strongly encourages voters to fill out their ballot and mail it as soon as possible. Voters who wait to drop off their ballot until Primary Election Day, July 19, should use a Board of Elections drop box to prevent any delay in having the ballot postmarked.

Ride On and Metro Bus Routes Available to Take Residents to County’s 14 Early Voting Centers During Primary Election
Early voting in Montgomery County for the 2022 Gubernatorial Primary Election will be available at 14 early voting centers from 7 a.m. to 8 p.m. from Thursday, July 7, through Thursday, July 14, including Saturday and Sunday. Montgomery County Department of Transportation (MCDOT) Ride On bus service has several routes available to transport voters to the early voting centers located throughout the County.
“Lack of access to transportation should not be a barrier to voting,” said County Executive Marc Elrich. “I want to ensure that all our eligible residents can cast a vote. As many as a quarter of households within our dense urban areas do not have access to a vehicle. That is why it is important to highlight the bus routes that serve the early voting centers that will be open from July 7 through July 14. Our bus system is imperative to ensure that all residents have access to voting centers regardless of where they live and their socio-economic status.”

Board of Elections Launches Recruitment Program of Students Grades 6-12 for Its Award-Winning ‘Future Vote’ Program
The Montgomery County Board of Elections is seeking school-age students, grades 6-12, to participate in its “Future Vote” program. Interested students can choose to serve as Future Vote ambassadors or as election poll workers.
The Future Vote program is available to County students grades 6-12. U.S. citizenship is not a pre-requisite, but students must be able to speak, read and write the English language. Students with bilingual and American Sign Language skills are encouraged to apply.
The initiative combines civic participation and the opportunity to observe democracy in action. Volunteers will earn Student Service Learning (SSL) hours for their service. Training is required for both students and guardians. Details and volunteer expectations are provided at training.
Interested guardians must register their children by June 29. To apply online, or for more information, visit 777vote.org and select the “Future Vote” tab.
Students 16 years old or older are eligible to register to vote and serve as election poll workers. To serve as an election poll worker, minors must demonstrate, to the satisfaction of the Maryland State Board of Elections, that they meet all qualifications for registration in the State. Depending on the number of days served, volunteers may choose to earn up to 185 Student Service Learning (SSL) hours or to receive a stipend of up to $1,650.
To serve in the paid volunteer position, election poll workers must be U.S. citizens; registered to vote in Maryland; able to speak, read and write the English language; and they cannot hold, or be a candidate for, public or party office. In addition, election workers may not serve as a campaign manager for a candidate or as treasurer for any campaign finance entity.
Training is required and will be provided to all election poll workers. This includes an online quiz, and in-person classroom training. Volunteers will be paid for completing training and working during Early Voting and/or Election Day. The Board of Elections offers several different positions, all-day and part-day. Voter Registration and Political Party Affiliation Deadlines Must Be Filed by Tuesday, June 18
Montgomery County residents who want to vote in the 2022 Gubernatorial primary election on July 19 need to complete and submit their voter registration application no later than 9 p.m. on Tuesday, June 28. Voters also must have their correct address on file with Board of Elections and must be registered with the political party whose primary they want to participate if they are to vote in the primary.
Maryland holds closed party primaries. Only registered voters affiliated with the Democratic or Republican parties receive a ballot for that party. Unaffiliated voters will vote only for candidates for the Board of Education.
Registering to vote requires that a person is a U.S. citizen, lives in Montgomery County and is or will be at least 18 years of age on or before Nov. 8.
Registered voters can review/update their voter record by texting CHECK to 77788, going to https://voterservices.elections.maryland.gov/VoterSearch or by calling 240-777-8500 to verify their voter registration using the automated phone system or for assistance.

Each minor must demonstrate, to the satisfaction of the Maryland State Board of Elections, that they meet all qualifications for registration in the State. Students serving as election workers may choose to earn up to 25 Student Service Learning (SSL) credits in lieu of the stipend.
To serve in this paid volunteer position, all election poll workers must be registered to vote in the State of Maryland; able to speak, read and write the English language; and cannot hold, or be a candidate for, public or party office. In addition, election workers may not serve as a campaign manager for a candidate or as treasurer for any campaign finance entity.

Court of Appeals of Maryland Issues Order Moving Primary Election to July 19
The Court of Appeals of Maryland this week issued an order, In the Matter of 2022 Legislative Districting of the State, moving the 2022 State primary election from June 28 to Tuesday, July 19. The Order also extends the deadline for filing to run for offices to April 15. The announcement was made by the Maryland Board of Elections.

Students serving as election workers may choose to earn up to 25 Student Service Learning (SSL) credits in lieu of the stipend.
To serve in the paid volunteer position, all election workers must be registered to vote in the State of Maryland and able to speak, read and write the English language. They cannot hold, or be a candidate for, public or party office. In addition, election workers may not serve as a campaign manager for a candidate or as treasurer for any campaign finance entity.
Training is required and will be provided to all election workers. This includes an online quiz, virtual training and in-person classroom training. Volunteers will be paid for completing training and working the election. The Board of Elections offers several different positions, all-day and part-day, as advertised at www.777vote.org.

Individuals are needed to serve throughout the County; particularly in the areas of Bethesda, Cabin John, Chevy Chase, Darnestown, Potomac and Rockville.
Due to the diversity within the County, voters who speak multiple languages are encouraged to apply. Voters who are fluent in both English and Spanish are especially needed in each polling place to meet the requirements of Section 203 of the 1975 Voting Rights Act which stipulates that bilingual Spanish speakers be available at the polling places.
