The EV Tax Credit Ends on Sept. 30, 2025: What You Need To Know
On July 4, President Trump signed the "One Big Beautiful Bill Act," which repealed and revised many tax credits for clean energy technologies, including the Clean Vehicle Tax Credit. But don't worry! If you've recently purchased or have been dreaming about an EV, you can still claim the tax credit if you take delivery of the vehicle on or before Sept. 30, 2025.
Buyers can receive up to a $7,500 tax credit for purchasing or leasing select new EV models.
If you buy a used EV priced under $25,000, you can also receive up to $4,000. Note that the used EV credit is limited to vehicles purchased through a dealership, not a private sale.
Keep in mind that restrictions apply to household income, vehicle price and vehicle models. Check out the IRS website for all eligibility rules.
The Section 30C Tax Credit for EV charging equipment also ends earlier than expected, but you have slightly more time to act. The tax credit will be available on eligible projects until June 30, 2026. Look up your eligibility here.
With and without the tax credit, Montgomery County's Department of Environmental Protection will continue to work closely with local EV dealers to highlight savings opportunities and help residents and businesses with their EV charging needs.

Maryland Tax-Free Shopping Week Continues Through Saturday, Aug. 17
Maryland Tax-Free Shopping Week will continue through Saturday, Aug. 17, allowing families and teachers to save money on many types of back-to-school necessities—or qualifying items to be used for other purposes.
Back-to-school purchases that can be purchased without paying sales tax during the special week include most clothing priced under $100, including sweaters, shirts, slacks, jeans, dresses, robes, underwear, belts, shoes and boots priced at $100 or less. The first $40 of a backpack purchase is also tax-exempt.
Each qualifying article of clothing or footwear selling for $100 less, or the first $40 of a backpack/bookbag purchase, will be exempt, regardless of how many items are sold at the same time. For example, two $60 sweaters sold at the same time are both exempt, even though the total purchase price is more than $100.
The Maryland Comptroller’s Office has a FAQ page to help answer questions about Tax-Free Week.

Community Action Agency Offers Free Tax Help for Income-Eligible Residents

Montgomery County residents with combined household incomes of $64,000 or less can now schedule free virtual and in-person tax appointments with the Community Action Agency's Volunteer Income Tax Assistance (VITA) program for prior years, amended and current year (2023) returns. VITA services are available by appointment through Thursday, Oct. 24.
The Community Action Agency is part of the County’s Department of Health and Human Services.
“We have made it a priority to help income-eligible residents receive access to free tax preparation services from qualified preparers,” said County Executive Marc Elrich. “The VITA program helps residents get tax refunds and credits each year. In 2023 alone, the County’s VITA program completed nearly 2,000 tax returns for residents, creating approximately $7 million in tax savings. I strongly encourage all who qualify to schedule their appointments.”

‘Shop Maryland Energy Weekend’ from Feb. 17-19 Will Save Consumers Money on Select Energy-Efficient Appliances

The “2024 Shop Maryland Energy Weekend” from Feb. 17-19 will save consumers money on select energy-efficient appliances. During the annual three-day period, Maryland’s sales and use tax does not apply to the sale of solar water heaters and certain Energy Star products.
Among the items that will be free of Maryland sales tax during the weekend are solar water heaters. Other qualifying Energy Star products could include the following: air conditioners, clothes washers, clothes dryers, furnaces, heat pumps, standard size refrigerators, compact fluorescent light bulbs, dehumidifiers, boilers or programmable thermostats.
When shopping for a qualifying Energy Star product, look for the Energy Star label. The Energy Star logo is on all qualified products that meet specific standards for energy efficiency. However, only the specific items listed qualify for the savings. Search for Energy Star products by visiting www.energystar.gov.
Tax savings will apply whether the item is new or used. The sales and use tax exemption applies to qualifying purchases made in-person or online, provided that the seller has acted to immediately fill the order and the buyer has paid for the product during the Shop Maryland Energy Weekend. Transactions for back-ordered products where the buyer is not billed until the product ships do not qualify for the exemption.

VITA Program Offers Free Tax Help for Income-Eligible Residents
Income-eligible Montgomery County residents can now schedule free tax appointments with the Community Action Agency's Volunteer Income Tax Assistance (VITA) program. Appointments for 2023 taxes only are for Montgomery County residents with household incomes of $64,000 or less.
Free tax appointments will be available through April 11 at four locations:
- Casey Community Center 810 South Frederick Ave. Gaithersburg. Mondays, 2:30–8 p.m.
- TESS Community Action Center 8730 Flower Ave., Silver Spring. Tuesdays, 2–8 p.m.
- Community Action Agency 1401 Rockville Pike, Rockville. Tuesdays, 11 a.m.-5 p.m.
- Community Action Agency 1401 Rockville Pike, Rockville. Wednesdays, 11 a.m.-8 p.m.

“Making sure that eligible low-income residents have access to free tax preparation is an important way to enable them to get help from qualified preparers,” said County Executive Marc Elrich. “Each year, the VITA program helps residents get millions of dollars in tax refunds and credits. It is a popular program, so I urge anyone who is eligible to call now for an appointment.”
The VITA program provides free tax help and links residents with valuable tax credits that can provide critical support to households. These credits, including the State and Federal Earned Income Tax Credit (EITC), the County’s Working Families Income Supplement (WFIS), and Child Tax Credits, can add thousands of dollars in tax refunds for individuals and families.
All VITA sites serve taxpayers filing with an Individual Taxpayer Identification Number (ITIN) and assistance with ITIN applications is available at Community Action VITA site at 1401 Rockville Pike, Suite 320, on Wednesdays from 11 a.m.-8 p.m. ITIN taxpayers are advised that they are now eligible for both the state EITC and the County WFIS.
Last year, the Community Action Agency’s VITA program completed 1,946 returns, connecting residents with more than $6.4 million in tax refunds and credits. As a volunteer-based program, Community Action VITA relies on the dedication of highly trained volunteers. Fifty-six volunteers supported the program last year, volunteering more than 2,820 hours.

Some Montgomery Homeowners May Need to File a One-time State Homestead Application by May 1 So They Will Not Lose $692 County ‘Income Tax Offset Credit’

A recent Maryland law requires Montgomery County homeowners to have an application on file with the State for a “Homestead Tax Credit” to continue to receive a $692 County “Income Tax Offset Credit” (ITOC) on their annual property tax bills.
Many homeowners have already filled out the one-time application, but those who have not will lose the ITOC. A homeowner may have filled out a Homestead Tax Credit application in the past and had it approved, and that is sufficient. An approved Homestead application with any date means you do not have to fill out another application.
How can I find out if I need to fill out the one-time application to keep my ITOC?
- Go to the County webpage that shows the link and what screens to look for (it can be confusing so look at the images on that page). Go to www.Montgomerycountymd.gov/finance/ITOC.
- The County webpage has a link to the State page that has the information.
- At the State webpage, there are three steps:

‘Shop Maryland Energy Weekend’ Feb. 18-20 Will Provide Sales Tax Savings on Energy Star Appliances

Marylanders either needing or just contemplating replacing appliances could be motivated to shop from Feb. 18-20 when they can save on paying State sales tax on eligible Energy Star-rated appliances during “Shop Maryland Energy Weekend.”
During Presidents’ Day weekend, appliances bearing the Energy Star label, whether purchased in-store or online, will be exempt from the State’s six percent sales tax. Eligible appliances could include air conditioners, washers, dryers, standard-size refrigerators, furnaces, heat pumps, boilers, compact fluorescent light bulbs, dehumidifiers and programmable thermostats. Solar water heaters are tax-exempt year-round.
To receive the Energy Star label, a product must meet strict standards for energy efficiency set by the U.S. Environmental Protection Agency. For more information about the Energy Star label and to view eligible products, visit energystar.gov
The tax-free weekend for energy-efficient appliances began in 2011 and its impact has grown since. It is estimated that the State loses $800,000 in direct tax revenue on the purchase of Energy Star product during the three-day tax holiday. However, the State comptroller’s office says that additional sales on other taxable products during the long weekend for many residents generates additional tax dollars.

Free Tax Help Available from VITA Program for Low-to-Moderate Income Residents

Low-to-moderate income Montgomery County residents may be eligible for free tax income tax preparation assistance from the Community Action Agency’s (CAA) Volunteer Income Tax Assistance (VITA) partnership. VITA hosts tax preparation assistance for households earning $60,000 or less.
Residents could qualify for valuable tax credits, including the State and Federal Earned Income Tax Credit, Child Tax Credits and County’s Working Families Income Supplement.
VITA sites offer in-person appointments in Gaithersburg, Silver Spring, Rockville and Wheaton. Virtual appointments also are available.
Free tax help is available at sites hosted by AARP, CASA, the Chinese Culture and Community Service Center and the Equity Center. All VITA programs serve tax filers who already have an Individual Tax Identification Number (ITIN). The CAA and CASA programs also help taxpayers filing with new or renewal ITIN applications.
“Recent historic expansions of the Maryland EITC and County's matching Working Families Income Supplement have resulted in larger credits helping more people, including ITIN and single filers,” said Montgomery County Executive Marc Elrich. “Those larger refunds are so important to our neighbors and have been a lifeline as they face rising rents and grocery prices.”

The Montgomery County Community Action Agency’s Volunteer Income Tax Assistance (VITA) program is recruiting volunteers to become IRS-certified VITA tax preparers, schedulers, greeters, interpreters, quality reviewers and site coordinators for the upcoming tax season that runs from January through mid-April. The Internal Revenue Service requires that VITA volunteers be U.S. citizens, legal residents or otherwise reside legally in the U.S.
VITA provides free tax help to residents, including ITIN taxpayers, with household incomes of $60,000 or less. The program links clients to valuable tax credits that provide critical support to lower income households.
Volunteers receive free training and can volunteer in Rockville, Silver Spring, Gaithersburg or Wheaton. High school students may receive SSL hours by volunteering as greeters or schedulers.

Residential Property Owners Must Have Approved Homestead Application on File to be Eligible for $692 Montgomery Property Tax Credit

There has been a change in Maryland law that could restrict a homeowner’s eligibility for a $692 Montgomery County property tax credit. The new State law requires all residential property owners to also have an approved Homestead Application on file with the State Department of Assessments and Taxation (SDAT) to be eligible for the County’s Income Tax Offset Credit (ITOC). This credit appears on annual property tax bills.
The one-time application must be completed to keep the ITOC tax credit that was on July 1, 2022, tax bills. If an approved application is not on file by May 1, 2023, State law will require the County to recapture the $692 ITOC that was granted on your tax bill. Additionally, the ITOC tax credit itself will no longer appear on all future tax bills until there is an approved Homestead Application on file with SDAT.
The Homestead Application can be filed online or by mailing an application to SDAT.
To file an application online, a property owner will first need an Access Number issued by SDAT. To obtain an access number, email your name and address with the subject line of “Montgomery County Homestead Tax Credit” to sdat.homestead@maryland.gov. Within a few days, SDAT will send the access number and directions for filing online.
To file an application by mail, complete the application form and mail it to the address listed on the form. The link to the paper application form can be found at https://dat.maryland.gov/SDAT%20Forms/Homestead_application.pdf.
Once an application has been filed, or if you believe you already have a Homestead Application on file with SDAT, check the status of your Homestead Application on the SDAT webpage at https://sdat.dat.maryland.gov/RealProperty/.

Between October 2022 and February 2023, SDAT will be changing its Homestead Application process and will no longer require the access number for the online application.

Legislation Approved that Will Relieve County Municipalities of ‘Tax Duplication’
Montgomery County Executive Marc Elrich was joined this week by County Councilmembers Andrew Friedson, Sidney Katz and Nancy Navarro; Monique Ashton, president of the Montgomery County Chapter of the Maryland Municipal League; and other municipal leaders for the signing of Bill 2-22 will relieve residents who live in incorporated cities and towns from paying duplicate taxes for services.
The legislation is the result of almost 20 years of work and negotiations. It will be phased in gradually.
The bill will double the County’s reimbursement for municipally delivered services from $10.1 million for Fiscal Year 2022 to $20.5 million in FY23. The bill requires an 80 percent phase-in for FY23, a 90 percent phase-in for FY24 and a complete phase-in for FY25.

Shoppers Can Save Money by Purchasing ENERGY STAR Appliances During ‘Maryland Energy Weekend,’ Feb 19-21
Maryland shoppers who want to save money and help protect the environment will have that opportunity by purchasing ENERGY STAR rated appliances during Shop Maryland Energy Weekend, which runs Feb. 19-21. During the weekend, appliances bearing the ENERGY STAR label, purchased in-store or online, will be exempt from the State’s six percent sales tax.
Appliances that may qualify for the savings include air conditioners, washers, dryers, standard-size refrigerators, furnaces, heat pumps, boilers, compact fluorescent and LED light bulbs, dehumidifiers and programmable thermostats. Solar water heaters are tax-exempt year-round.
To receive the ENERGY STAR label, a product must meet strict standards for energy efficiency set by the U.S. Environmental Protection Agency. In 2018, ENERGY STAR-certified products helped consumers save 200 billion kilowatt hours of electricity, avoid $35 billion in energy costs and achieve 150 million metric tons of greenhouse gas reductions.
The tax-free weekend for energy-efficient appliances began in 2011 and its impact has grown ever since.
